WHAT & WHY MSC STATUS?
MSC status company is granted by the Government of Malaysia to information communications technology (ICT) businesses that develop or employ multimedia technology to produce or enhance their services and products.
It is the Malaysian Government's initiative to groom the local technology-based industry and at the same time, to attract world-class technology companies.
Business entities which are eligible to apply for MSC status are -
* incubators
* insitutions of higher learning
* private limited companies
Partnership or sole proprietorship is not a qualified business entity for MSC purpose.
Being awarded a MSC status company is a recognition of the world-class standard of the company. Such a recognition also opens you to a gateway of privileges offered by the Malaysian Government including tax incentives and world-class facilities as below.
1. Bill of Guarantees (BOG)
BOGs are incentives, privileges and facilities provided by the Malaysian Government to entities granted with MSC status.
Such companies are entitled to enjoy up to 10 BOGs provided by the Government, namely -
a) To provide a world-class physical and information infrastructure.
b) To allow unrestricted employment of local and foreign knowledge workers.
c) To ensure freedom of ownership by exempting companies with MSC Malaysia Status from local ownership requirements.
d) To give the freedom to source capital globally for MSC Malaysia infrastructure, and the right to borrow funds globally.
e) To provide competitive financial incentives, including Pioneer Status (100 percent tax exemption) for up to ten years or an Investment Tax Allowance for up to 5 years and no duties on the importation of multimedia equipment.
f) To become a regional leader in Intellectual Property Protection and Cyberlaws.
g) To ensure no censorship of the Internet.
h) To provide globally competitive telecommunications tariffs.
i) To tender key MSC Malaysia infrastructure contracts to leading companies willing to use MSC Malaysia as their regional hub.
j) To provide a high-powered implementation agency to act as an effective one-stop super shop.
2. Infrastructure
There are more than 30 fully operational Cybercities and Cybercentres in Malaysia within which MSC status companies can locate their business premises.
These Cybercities and Cybercentres are audited on a yearly basis to ensure that they are in compliance with the minimum standards and criteria that differentiate them from any other business location, among others, having adopted the latest intelligent cities standards.
MSC Malaysia is also supported by advanced digital telecommunications infrastructure designed to meet the international standards with high capacity, performance guarantee and reliability, competitive telecommunications pricing etc.
3. Cyberlaws
To encourage the development of of ICT industry in Malaysia, the Government is committed to provide a comprehensive regulatory framework on cyberlaws and to protect intellectual property.
Malaysia is also a member of the World Intellectual Property Organization (WIPO), Paris Convention, Berne Convention and signatory to the Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPS).
